I've noticed a relatively common aversion of this trope, but I'm not very good at writing descriptions for tropes. Sometimes a planet will have two races or cultures who are obviously the same species but have different governments and are at war.

Re. the Babylon 5 Live Action TV example; IIRC, some ancillary sources mention that the Earth Alliance doesn't represent or control the entire planet, and that some independent nations attempted (unsuccessfully) to negotiate a separate peace with the Minbari during the Earth-Minbari War. Offhand, I can't remember what sources these were, which is why I've not edited the main page. It's probably from the Babylon 5 Wars miniatures game (canon, IIRC) or from the Babylon Project RPG (possibly canon, I don't know).
