It's explicitly stated that Syndrome sold weapons and whatnot to various world governments, although he didn't tell any of them everything he invented.
In some fridge logic, what would said governments have said when a massive, complex machine showed up and started stomping things, and only the known gadgeteer genius with multiple contracts for war gadgets could stop it? At least until the machine got too smart for Syndrome.
