I would like to propose Claudius, 4th Emperor of Rome as a Real-Life example. According to historical sources, he had some sort of learning/speech impediment (Cassius Dio, Book LX) which caused him to be dismissed as a threat during the reigns of Emperors Tiberius and Caligula, who regularly conducted purges to eliminate potential enemies. It's unknown if these disabilities were real or fake but Claudius went on to become one the best Emperors of Rome.

Would Fuhrer King Bradley from Fullmetal Alchemist count, since he was wearing an eyepatch even though he had an eye underneath?

Would this trope still come into play if the character already is disabled, but sometimes plays up aspects of said disability for the sake of playing dumb?
