Why do you believe those 3 have a Magical Girl Queenliness Test thing going on?

Lum: Game of tag for control of Earth. I think the test is as much of her as it is of the Earthlings.

Belldandy: The meddling hand of Kamisama is strong on this one. There have been hints that she is being groomed for higher office.

Princess Comet: Clearest of the three. Knock the prince over the head, drag him home, and rule the galaxy.
