"Gilgamesh Wulfenbach in Girl Genius has one, and it's been a Chekhov's Gun. And he has used it (in conjunction with other devices) to call down lightning. It does need to generate static electricity to work, so it's not quite a straight example." [snip] "This scene is more like a variant of Kill Sat than a Lightning Gun - calling down lightning from an existing storm by building a massive positive charge at the desired target sites, using a remote control for massive machines built into the city. Awesome, though. The later use of his hand-held scepter is closer to the "classic" Lightning Gun."

Then the control/lightning wand was modified and taken up to eleven by Agatha and a couple other Sparks. Warning: Major Awesomeness.

Actually, while not showing of some lightning-effect, an electrolaser ( http://en.wikipedia.org/wiki/Electrolaser ) is basically a lightning gun
