I don't get it; how was Japan being rude in the Axis Powers Hetalia example?

When it happened in history, the message said, "The emperor of the land of the rising sun greets the emperor of the land of the setting sun." In Chinese tradition at the time, the Chinese Emperor was the rightful emperor of the whole world; they referred to leaders of other nations as kings or queens or princes, never emperors. The Japanese government was demanding that China recognize them as peers and equals, rather than future subjects or tributaries, and that was something that was Not Done.
Obviously the Hetalia version doesn't contain anything about emperors, but it's a reference to that famous incident.

The beginning of the article starts with how Asians come off as rude, but then it states, " The Japanese are impossibly polite even by Asian standards." So is it saying Asians have low or high polite standards?
