Vassenego in Eric literally reforms Hell. (Type 1)
1) Vassengo changes Hell back to how it used to be, he doesn't "reform" it in the sense it becomes any nicer or fairer a place. 2) He doesn't do it by playing the system and secretly accumulating power, he does it by tricking the King of Hell into accepting a figurehead position and declaring himself the new King. He's a Bastard Understudy, not an Internal Reformist.
