The article is quite incorrect about the Hammer Dracula films in regards to the actual costuming (not Make-up or hair... though the first to third were OK), as the era that the films (with the exception of the first one which was dated to the 1880s) are set are circa 1905 and all wear fashion like this:

I suspect the Boardwalk Empire entry is not correct. I don't remember flappers and other typical late 20s fashion showing once in the show (maybe in the fifth season which is set in 1931). They also used period fashion catalogues as reference, particularly for Nucky's colorful suits (his car is indeed ahead of time, but that's another story).
