with the Worm example, it's actually not all that surprising that collateral damage doesn't matter for Endbringer fights and S-Class threats, because those fall under the doctrine of necessity- it's a little bit more complicated, but in this case, the rule of thumb that if the damage would have occurred anyway due to whatever you were fighting, you aren't liable applies. Conversely, as said, KW's energy weapon did so much damage it would have been cheaper to let the Undersiders get away with the money (and it doesn't help that IIRC it didn't actually stop them getting away with the money as well)
