This is just a creature that's the result of 3 or more species.
For example, take someone who's the product of a half-orc/half-elf and a human. They're be a Heinz Hybrid, but they would be 1/4 orc, 1/4 elf, 1/2 human, which is not Too Many Halves. Conversely, a person could be "oh yeah, I'm 1/3 Irish, 1/4 Chinese, 1/8 Korean, 1/2 American Indian, and 2/37ths Martian" where they'd be Too Many Halves, but not a Heinz Hybrid. Or hell, someone going "I'm 3/4 Elf and 1/2 human."

The problem here is that it's referencing a game that not everyone will have played. In other words, some people, such as myself, will have trouble understanding it. Could someone with better knowledge on the subject please find a suitable substitute?

First off, I think it means Teddy Lupin, since Ted Tonks is a muggle-born wizard. And not werewolf-y at all.
Secondly, I don't think muggle-born wizard and pureblood wizard are separate species. The only ones who even really say pureblood say it in a manner we'd consider racist. It's been said time and time again that it's an old-school prejudice and it doesn't matter where people are from.
