At its most literal, yes, because the creators had greater preference. Though, for the purposes of the trope, I don't think it should be, unless the game is centered around clothing or whatever.

Would games that clearly put more effort into the romance options for one gender than another be this? (Like if the game makes all/most of the romances straight, and the female love interest(s) for a male player character are much deeper characters than the male love interest(s) for a female player character, that sort of thing.)
