It has nothing to do with the trope and relies on having seen one episode of Doctor Who that aired forty years ago to even understand it.
You fell victim to one of the classic blunders! Hide / Show RepliesAgreed. Especially confusing is the quote, which makes no mention of the use of small arms, or the fact that, well, it doesn't work.
Going by the name and the quote, I'd think it's a trope about a Combat Pragmatist who doesn't fall victim to Why Don't You Just Shoot Him?.
