Question based on One Piece: given that Shiki and Z from films Strong World and Z are here, and these movie villains are different from previous films, would it be appropiate that Gild Tesoro from Gold, Douglas Bullet from Stampede and Uta from Red be added?

Should there be mention reguarding if the villain's interaction with the heroes leaves some kind of lasting impact on them? Like even though they fit all the other criteria, they make a character take a perment level in badass or go through major character development that lasts? Just checking.

If the characters take a permanent level of badass or some kind of lasting impact in some episode, said episode was not Filler. After all, Filler are episodes of Padding.

Clean-up.

  • Somewhat averted in Saint Seiya with the Asgard arc. The series didn't last much longer (the Poseidon arc being only fourteen episodes) and the events leading up to that arc were changed around so the Asgard arc could better fit into the narrative, (such as replacing Aldebaran's assailant Sorrento with Syd). Somewhat surprising is that one particular enemy during the arc, Mime, is fondly remembered as a well-written character and in fact more popular than a great deal of the canon ones.

As noted, this is not filler, is only Adaptation Expansion. The Asgard arc is the "entry" to the Poseidon arc in the anime.

  • Sometimes they avoided this by merit of having minor villains that were never seen again in the manga make reappearances: the Land of Tea arc featured the team of Rain genin Team 7 fought during the Chunin Exams, the Sea Country arc featured Misumi Tsurugi and Yoroi Akado (Kabuto's teammates were not explicitly stated to also be spies, but here were and became bodyguards for one of Orochimaru's labs), and Mizuki, the guy from the first chapter/episode who tried to trick Naruto into stealing a special scroll for him, who the anime had an arc showing his plan to escape from prison and that he was actually trying to get the scroll for Orochimaru in the first place.

Both appear in non-filler in first place.

  • In Fist of the North Star, Shin's henchman Joker from the animated adaptation of the Southern Cross arc gets a lot more screen time than most of the canonical villains that appeared during the arc, including fan-favorite Mr. Heart, getting at least a couple of fight scenes with Kenshiro throughout the course of more than a dozen episodes. After his death though, the series acts as if Joker never existed and whenever Shin's henchmen are shown during the recap episodes, it's usually just the four playing card themed ones from the manga.
    • Blue Light Boltz and Green Light Taiga, the renegade Gento Generals from the anime, are filler villains in the literal sense, since they filled out the same roles that Jakoh's spawns, Sheeno and Jask, originally had in the manga.

If i understand well, the listed characters appear in non-filler arcs.

  • Possibly subverted Wilhelm von Juergen from Super Robot Wars OG OVA, as at the first place, his arc is considered non-canon filler. Then when OG gets remade, he somehow gets 'promoted' by managing to 'kill' Lamia... only to be killed by Duminuss shortly after. And yes, compared to the Shura, Dark Brain and maybe the Jetzt, Juergen and his ODE seems like a canon fodder material.
    • It depends, it was the only way for Axel to play out his "route" in SRW A and make Lamia an antagonist. Compared to her previous fate (Aka being destroyed in a duel without knowing she had free will at all.), this was quite a fix fic.

  • Lulu Bell in D.Gray-man is an interesting case, since she actually is a canon villainess who shows up much later in the story in the manga than she did in the anime fillers. However, many aspects of her character were simply added for that arc, and do not really appear once she makes her "real" appearance in the anime.

But "she" appeared, right?

  • Some villains even came back more than once (namely Garlic Jr., Coola, and Broly), with Garlic Jr. being the only one who managed to bleed into the TV series. The Garlic Jr. arc was notable in that it's the closest to series ever came to letting someone other than the Saiyans who Can't Catch Up be the heroes, and was the only arc for which Goku played no role.

If i understood well the requisites, this not counts.
