I don't think the context of the sentence indicates 'arguable or debatable'. Maybe unbelievable or ridiculous. Thoughts?

What's the difference between this trope and WTH, Costuming Department?? Is it just whether or not a character is a villain? If so, we should think about combining the two, as this is just The Same, but More Specific.
