I forgot Rise of Skywalker existed when I wrote that example. Regardless, in Revenge of the Sith, Palpatine admits that he didn't have the power to cheat death, so he certainly didn't have the power at the time; even if he did know the power back then, he was certainly lying that he would use it to save Padme's life since she was Anakin's Morality Chain.
Yeah, i try to forget that movie exists too. When is it established in III that he didn't have that power? It's been a while since I watched it.
During the scene where Anakin pledges himself to Palpatine, the Sith says these exact words: "To cheat death is a power only one has achieved, but if we work together, I know we can discover the secret." Palpatine also uses the lie both during the scene where he reveals himself as a SithTimestamp and when he's shooting Force Lightning at Mace's lightsaber to convince Anakin to join himTimestamp .
ETA: Now that links work in discussion pages again, I'm going to link videos so anyone who wants to check can immediately verify the evidence themselves if they deem my word to be insufficient. Here's this videoTimestamp and a second one Timestamp in case one of them gets deleted so you can see that Palpatine does indeed admit that he can't cheat death.

Does Palpatine count here? Was it actually established he doesn't have the power to cheat death? He did come back from HIS death, after all. Sure he never planned on sharing that info with anakin, but that doesn't mean he didn't have it.
