Hmm. Are you sure it's a required item? I see several FAQ's agreeing that it cannot be sold to shops, but it's been too long since I've actually played the game. And it's not like the Scorpion Army's ship is a long dungeon.

Secret of Mana's Escape Rope was reusable. Check it out. Cannot be bought. Only one exists in the game.
This is because the Scorpion Army's ship at Gaea's Navel cannot be exited without the Rope (or when you finish the boss battle within, which obviously can only happen once.) If you wandered in after beating the boss, you'd be stuck. (You're not allowed to enter the ship without the Rope in the first place, not even BEFORE you fight said boss.)
To those who think otherwise, perhaps you had Seiken Densetsu 3 in mind? There, Ropes ARE buyable, consumable items.
