It's a specific type of Fractured Fairytale. Wicked did popularize it in certain circles. Since The Wizard of Oz went public domain it basically has enough spinoffs to be its own fantasy subgenre, albeit one in Mainstream Obscurity, and within that subgenre this trope shows up, or is at least alluded to, increasingly often.

I think this might be Too Rare To Trope, as it's basically just a WMG about a single Piece of work..
