On Charisma in Fallout: New Vegas:

Charisma is still basically as useless as it was in 3. Its only difference is that it now makes your companions stronger, and gives you access to a perk that makes them stronger still when you are at low health. However, they're still plenty strong even at 1 Charisma,
There is no sudden cutoff where they're suddenly "strong enough" and getting stronger ceases to have any use. Combat isn't everything in New Vegas, but few of the other Attributes have notable non-combative use either.

and if you still want to make them stronger, you can just give them better weapons and armor to use.
This is treating giving companions better equipment and having high Charisma like they're mutually exclusive. Both work together to the same goal.

D&D 4E: The entry says Con is the only ability that isn't used as a dump stat, "because everyone needs hit points". Con nets you very little in the way of ANYTHING. Each point in Con raises your HP by one. That's it. It's used by only one skill. Its role in Fort defense can also be handled by Str. Sure, it gives you extra healing surges, but even wizards have six with no Con modifier. I'd never let it go below 10, but I'd still say that 4E reduced Con to the same dump stat status as Cha: not worth it unless you'll actually be using it.
