A bit about the Adam 12 mention in the description -the drunk driver was played for comedy, but they were always arrested as well, since DWI/DUI was (and is) very much against the law.

The western animation section is a bit lacking, perhaps a more experienced member could weigh in? Do these not belong or has nobody taken the time to add them?
- American Dad has a few jokes about it, I think.
- Archer has numerous examples.
- Bojack Horseman has entire episodes revolving around it, played for laughs.
- F Is For Family demonstrates how drunk driving was viewed less seriously half a century prior.
- Family Guy has probably the most examples in television history.
I'm sure I'm missing some, but these are all really recent examples.
