It happened in the "So The Drama" movie. And it's Kim. They had to basically secretly swim to some evil party thing, and so here she's taking off her wetsuit. She's got the dress on underneath, but it takes a second to fall into place.
I don't think the point of the the trope is necessarily sexual. The only thing maybe wrong with the picture is that her clothes are dark grey on a dark green background.

Does anyone remember the context of this picture? I don't remember such a scene in Kim Possible. Heck, I'm not even sure who the woman is (and I personally have trouble seeing her dress.)
