Actually, Absurdly Spacious Sewer refers to general large sewers in fiction, while Down the Drain refers to a sewer-type level in a Video Game.

I don't understand, what's this trope supposed to be? Is it water levels that are a pain to get through or sewer levels?

I agree, this trope needs clarification. Just based on the description, it isn't clear whether the trope is about the phenomenon of how water levels are often Scrappy Levels, or if it's about sewer levels in general. The examples don't make it any clearer.
