I've been noticing a lot of cartoon characters that have "disembodied" eyebrows.

Take Candace from "Phineas and Ferb" for example. Her eyebrows sometimes touch her hair. Also, in one picture, she was wearing a helmet, and her eyebrows actually touch her helmet.
Phineas also has his eyebrows unattached from his body. This was a feature in a majority of "The Magnificent Few" (an episode of "Phineas and Ferb" in which termites devour all the wooden gates, causing the cows behind the gates to be set free).
A third example is Dr. Doofenshmirtz, for he also has "disembodied" eyebrows.
