So is this trope only for all the big science-y stuff like artificial insemination, test tube babies, splicing, etc., or can it be a simple case of say...eugenics? People who have a great deal of desirable traits are paired up to have kids with lots of desirable traits.

The term does in fact refer specifically to Gattaca situations.
