Howabout we call it "Wealth Dissonance" instead. Decade Dissonance implies a time paradox or Values Dissonance rather than what this trope means.

For example, on Rifts Earth (which I just edited) you have the Empire of Japan (feudal, about 16th Century technology plus extensive use of magic) right next to the Republic of Japan (a temporally-displaced portion of Japan from 2098 A.D. and loaded with advanced technology). The Empire is deliberately primitive, having adopted anti-technology attitudes since the Great Cataclysm, not poor. The Republic was literally brought forward in time from the moment of the Great Cataclysm, and thus still has a capitalist, technology-centric culture that does not use magic. In fact, I will probably put this example into the entry.
