I mean, compared to her mother, Natsumi is as flat as a board.
In fact, if anything, she ought to have A-Cup Angst.

Does she wish they were smaller? Then it's D-Cup Distress.
A girl could have D-Cup Distress even if she has B cups, so long as she thinks they're too big. Similarly, a woman with Ds could have A-Cup Angst as long as she thinks they're not big enough. It's a matter of relative size, not absolute size.

I haven't watched Sgt Frog but it's a pretty long series maybe you missed that part. The example context-wise seems fine to me.
I doubt Natsumi would mind being as well endowed as her mom if it gets her crush Saburo to notice her.
And I still think Natsumi ought to have A-Cup Angst.
