They have to, it helps keep the racist/bigoted soldiers' morale happy. It lets the rulers of the land have carte blanche with how they handle the people and this is a good way to do it. By beating the rebellious population within an inch of their life.
You sure this is what all evil empires do? I'm sure there are dystopias, even in fiction, that are more subtle about this.
Okay, the description needs work — right now, it looks like this is copied from the resistance trope. Ideally, this trope would be about when a government becomes more tyrannical after it has defeated a resistance movement. It was a reasonable evil empire, or maybe even a good government, before; now that it has been threatened, it gets paranoid...
There really oughta be a supertrope for this. No one is gonna want to list cases for established evil empires in the resistance trope.
What we really need is a supertrope.
