Ok, proposing a new picture (sorry I cannot do this myself—all I have access to is a cell phone): this bank raid from the episode of The Simpsons", The Lastest Gun In The West'' where Snake shoots it up with the Springfield Police while packing body armor and the M 41 A Pulse Rifle.
If due to the difficulties inherent in carrying heavy equipment [[24HourArmor 24/7]], the side that initiates the fight tends to be better armed, and crooks tend to initiate fights more often than cops for obvious reasons (unless The Bad Guys Are Cops, obviously), but when the SWAT Team gets on the scene, especially if they get the drop on crooks that don't expect the raid and/or sting operation, cops now have the advantage...
Would this be a Justified Trope, Downplayed Trope or Zig-Zagged Trope?
