Would "a single person can operate the vehicle, but with greatly reduced efficiency" (say, if the vehicle needs a driver, a gunner, and a loader, a single person can drive, shoot and load, just not at the same time) count as a Downplayed Trope example?

Operation Flashpoint example: tanks have the "full crew of three?" Wouldn't that leave an Abrams with no loader?
