Moved this explanation for an example in the Real Life section here because it seems extraneous.
- The rationale behind the distribution of seats: The US, UK, France, Russia, and China were the victorious Allies of World War II (well, it was the Soviet Union, not Russia, and the Republic of China instead of the People's Republic of China but who's counting?). It was not considered fair to have just them, so there are ten extra members: each region gets two, except that Africa gets three (because of its size and to compensate for not having a permanent seat like Asia) and Eastern Europe gets one (because it's smaller and does have a permanent seat in the form of Russia). Officially, the Arabs get a seat because they're the second-largest single-language bloc by number of countries (there are more Spanish-speaking countries), and so this entitles them to official-language status and Security Council representation; unofficially, they pried this concession at the height of the oil crisis in The '70s.
Should this trope be listed in the Villians category? It doesn't seem to me like being the bad guy is a requisite (especially in the Real Life section), only that the members be heterogenous in background and have considerable influence.
