The trope itself isn't exactly a positive one. I merged two sentences and added a "think" in the second paragraph to help clarify that children aren't a waste; feel free to do more, but remember it is a key part of the trope.

What's funny about this is that those who believe that Children Are a Waste fail to realize that children are necessary for the continuity of mankind in general and that they themselves were children at one time. Self Depreciation, maybe?

The possibility also exists that they simply don't give a shit, or are aware that even if they don't have children, the vast majority of people will, thereby continuing the human race. For better or worse.
The world population hit 7 billion last year. The human race is in no danger of under-breeding.
Do you really want to make babies in a world where nothing is free, resources are going down, there are more starving people in third-world countries than supplies, almost everything is expensive, and IQ means everything? Even my very own parents upon raising me turned into cynical Malthusians; they keep telling me to never make babies unless you're sure you have good genes and can feed and educate them. And I know that it's true. Call this Self-Deprecation or eugenics if you want. This is not about "I hate children", this is actually about making sure your children don't turn out as starved and stupid, which is what Malthusians may mean by waste. Hence, this is more like extensive concern and preparation brought by actually caring about the future of your children so that they would deserve to continue the human race.

First off, was this from Webcomic.Jack (Furry Webcomic) or Film.Jack (Robin Williams movie)? Main.Jack is now a disambiguation (used to be the comic was the only "Jack" on TVT).
It looks like it's the webcomic, but I don't recall seeing that. I'll grant you that my memory sucks, though, and searching the comic archives is somewhat less than effortless.

The second paragraph of the trope description seems very biased and judgemental to me ... seems like it was written with someone whose baby rabies are offended that people might dare not to have children.
