I am not sure the Simpsons, nor the ¡Three Amigos! examples fit, as neither are over the shoulder, nor in a blind-spot. They do both qualify as Littering Is No Big Deal, though.
Two missing examples:
In the Pixar movie Monsters Inc. when Sully is holding a garbage cube that he mistakenly thinks Boo was crushed in. Then he and Mike realize that Boo is fine and Sully tosses it over his shoulder in immediate dismissal in order to run to Boo. The cube lands on Mike.
In the Disney movie Cool Runnings: Sanka has just revealed the hot-water bottle hidden in his coat when coach Irv walks up. Irv takes away the water-bladder and tosses it over his shoulder despite there being many people around them it could have hit. Also counts as Littering Is No Big Deal.
Fogg in Around The World In Eighty Days 2004, after stating that rules are made to be broken, or, uh, stabbed by a spiky shoe, promptly tosses said shoe over his shoulder after liberating his rule-book off the hidden knife. This being a comedy, it is somewhat surprising that it doesn't hit anything.
