Does this trope apply to RTS games that are built around not having bases at all? I am thinking of things like the Myth series, where Bungie deliberately wanted to make something where resource collection and base building was a non-issue. Or Dawn Of WarII, where a player has, at most, a few strongpoints to capture and fight over, but no real base to speak of (particularly in the single-player campaign where there are reinforcement points to fall back to but no singular base.)
