Regarding Type A2: It could be justified as to why certain people aren't allowed to use magic. The best example I can think of is forbidding the resident Pyromaniac from fire spells. Basically, it's like magical gun control laws.

I suggest further breakdown of the bans on magic.
Type I - Total ban on magic Type II - Use of magic banned to certain people. Type III - Certain schools of magic banned. Type IV - Circumstances limiting the use of magic.

Were types removed? I'm reading stuff like A1 and A2 in the article but not seeing those listed anywhere outside of 1-3.
