I cut a lot of the Heroes examples:

Heroes did have an interesting inversion: the first season's Big Bad, Mr. Linderman, had the ability to heal others, a power which is possibly the most "good" of all the powers.
** Adam Monroe, the second season's Big Bad, has tissue regenerative powers that can be passed on through his blood.
** In Season Two, Maya was burdened with possibly the most creepy (and boring) power so far: Whenever she gets upset and cries, she cries Black Tears of Death that kill everyone except herself and her twin brother around her, apparently by denying their blood to absorb oxygen as people start to choke despite being able to breathe. In fact, the first time she activated, she inadvertently killed her whole village. And Maya cries a lot, as she seems to suffer from an inability to control her emotions until Sylar of all people taught her some self-control. And when people die, she cries even more because she's just killed people. Go figure. While Maya is not actually evil (so far), she has used her powers on at least one occasion deliberately to break her brother out of jail.
*** Granted, it was a small jail and the guards got better after a few minutes.

Because they're completely inapplicable. Neither Linderman nor Adam Monroe are subversions; they're just not examples. They are people with good or neutral powers who are bad. Likewise, Maya is a good or neutral person with bad powers.
