What defines this topic? Is it the snark or the downloading? Either way, some examples don't fit.

Is is a DVD Commentary performed by ordinary people and usually offered for free. Usually this involves both snarking and downloading, but neither are absolute. After all, there have been official creator commentators offered through downloading, and MST 3 K has offered snark via DVD, not downloading.
