Like a useless weapon/move/item becoming much more useful in an adaptation? For example, the move Growl in mainline Pokemon is nearly useless since Pokemon reset stats upon switching out, and several moves and even an ability all do its job better, while in the Mystery Dungeon spinoff, switching doesn't exist and Growl hits an entire room all at once, allowing you to effectively neuter physical attackers from a safe distance and being a passable early game Monster House option.

Does it count as an example if, say they weren't even given the Character Development necessary to even be a badass, but then the character is rewritten as such in fanfic? (Would also count as Ensemble Dark Horse with a heaping helping [probably] of Memetic Badass).
There seems to be a bit of a misunderstanding regarding what this trope entails it, with people still commonly misusing it for adaptations of a character that are more badass in a literal sense — being more powerful or combat-effective — than the original. Should another TRS be opened?
