It's rated PG, but ought to be PG-13. I think ratings weren't as strict in the late 70s. I remember watching it as a child when my mother specifically rented it for me, and it was serious nightmare fuel. Even as an adult, I find the asphyxiation scene and the surreal, eyeless black rabbit highly disturbing. As a child, I was afraid to sleep because I thought the black rabbit would kill me in the night. The book is much less frightening.
It had (and i think still has) a U rating this side of the pond... generally the crossmatch between MPAA and BBFC seems to be...
G = Uc PG = U and PG PG 13 = 12...
PG-13 didn't exist when the movie was rated (1978); it was G, PG, or R, and it certainly wasn't really an R. Movies like this are the main reason the PG-13 rating was created in 1984.
I disagree that this is High Fantasy. The page for that says that the typical elements of High Fantasy are that they are set in a world other than ours, have an epic scale in terms of events, has an unnatural enemy that is evil incarnate, and victory is not achieved through combat. Watership Down is pretty much the opposite of all those; it's set on Earth, has a very small scale by our standards, and though the enemy is clearly evil, he is a natural rabbit, not some horrific monstrosity. Victory over him is also achieved, at least in part, through a climactic final battle. So, Watership Down really has no elements of High Fantasy. I'd say Low Fantasy is probably a better label (and even that's being generous, since the only supernatural elements are prophetic powers, which are vague and not really focused on).
