It's "The 213 things Skippy is no longer allowed to do in the U.S. Army", not "Mr. Skippy", and unlike Mr. Welch's list, no more is being added to the original list.

I'm on the internet. My arguments are invalid.Well, at least get rid of the "Mr"; makes it look like a spinoff of the Welch list when I'm fairly certain this came first. And, well, it's not actually the title of the site.. You won't need a ptitle if you use US instead of U.S., also.
Actually, come to think of it, the site proper is called "Skippy's List". Much shorter, and further removed from the Mr. Welch list.
Edit: Looked up the about page, it says he first made the list shortly after 9/11.
