Would Elara count as a Greater Scope Villian? Aside from killing off Tiberias, she doesn't really have much direct impact on the plot. A lot of what she did was before the series and it's heavily implied, if not outright stated, that Maven's main impetus for doing what he's doing is because of her manipulations.
