Check out this article about an architectural concept for a "realistic" moving city! Granted, this doesn't mean that someone is actually planning to build one — it's just a concept study. Still, it seems the idea is not totally implausible as far as engineering goes, and there might even be not entirely crazy reasons for doing it — much nicer ones than Municipal Darwinism, anyway.
(I also love that the article explicitly mentions that this concept city would have a place for airships to land...)
