As for the Charlie, Chun-Li never showed any indication of romantic feelings for him in any official or canon lore of SF. In SFV, she showed 0 of it. And in SF Alpha or Udon comics, they never did any undercover fake married couple mission or anything like that. No lore or source of that exists
