This doesn't seem to be an example of "Cut Lex Luthor a Check," since nothing about the in-universe Truman Show is supposed to be illegal, and there's nothing to imply all the cool tech the show is using was invented for the show itself, or that it isn't being used elsewhere.

"Cut Lex Luthor a Check" is about villains overlooking the fact that they could make a profit on their inventions legally and using them instead to commit crimes; Christof is just a television producer using technology in a legal and profitable way that incidentally happens to be rather sinister.

Edit: While I'm at it, the Reed Richards Is Useless entry makes a somewhat better argument, but is still somewhat predicated on the assumption that The Truman Show's technology is never used for anything else in this universe, when we actually see almost nothing of this universe outside of the show. I'm guessing the person who added these entries missed the fact that this is supposed to be some sort of crapsack alternate universe or dystopian near-future, not real-life 1998. The script is actually pretty coy about what the world might be like outside of Truman's dome, and the dome itself is only said to be unique for being "visible from space" which... doesn't really tell us all that much about what's happening in this world technologically.

Basically, if it seems unrealistic that the technology we see in the movie wouldn't be used for other things, barring actual evidence to the contrary, we should probably be assuming it IS used for all the appropriate other things.
