Where does Taika Waititi appear anyway? I remember it being said somewhere that he originally was meant to be Starro, but Starro ultimately spoke through his victims. Does that apply as Red Herring?

You fell victim to one of the classic blunders!
The page keeps saying Waller deliberately used Team A as a distraction. Isn't it pretty clear in context that that line is Waller lying to the other team. Her tone when she says it is more "Sure, lets go with that" then "Exactly as planned".
