Why would the police have Annie anywhere near the money drop, when they could have just as easily dropped off Jack and taken her to a hospital?

Also, why didn't Jack make his move when Annie was holding the detonator?

WMG: Speed is actually a disguised public information film pleading for more public money to be put into the Los Angeles public transport network. The film is riddled with examples of the LA road/public transport system being underfunded, unfinished, dangerously incomplete, etc. It makes sense if you think of it as a public service movie asking the city for more money.
