I really didn't think she became a permenant resident until the end. I always thought the distorted phone calls were just to show something weird was going on. Keep in mind some believe the ending means Rose is dead.
I'd like some opinions on when exactly Rose becomes a permanent resident of the Silent Hill dimension. It could be very early in the film, judging by when she has the last conversation with her husband, which as I recall is long before she even gets to Silent Hill.
