You can only get TM Pay Day after being able to use HM Surf (which is after you beat Koga).
Until then Meowth is pretty much your only option to get extra cash, beside selling items. You can also teach it some useful attacks (e.g. Body Slam, Bubblebeam, Thunderbolt, Dig, etc.) but can only get Slash at Level 51 (just before the Elite Four) and Hyper Beam is quite expensive.

Ah, alright, that's fair. I think I mixed it up with the Let's Go... games where you can get Pay Day before the second gym.
So it's a crutch for Money Grinding purposes then. That works.
Looking at the Meowth example for Blue, I'm not sure it qualifies for the actual "crutch" part. As mentioned in the write-up, you can generate a little extra currency with Pay Day, but it's available as a TM and can be learned by other, better Pokémon. On the flip side, while Meowth falls off, it evolves into Persian which is a beast in Gen I with STAB Slash pretty much guaranteeing a Critical Hit.
So I just don't think Meowth qualifies in any way as a Crutch Character. It's not especially good early other than for Pay Day, and it's evolution pushes it more toward Magikarp Power territory, if anything.
