I'm not sure about Mr Mind as an inverted Adaptational Comic Relief. The original version was the leader of the Monster Society of Evil and was sentenced to the electric chair for his crimes against humanity. And yes, a cartoon worm in a tiny electric chair is kind of a funny image, and Earth-S Mr Mind's appearance and plans could definitely be humorous. But so could Sivana's, or Ibac's. That's just what Earth-S was like.
