Is this an example of Insane Troll Logic?

Author Tract /Insane Troll Logic: At one point Catwoman berates the President, basically saying that Superman is successfully conquering the world because the President is too conservative. Seriously.◊ Despite the fact that, if he's conservative, he probably was elected on a conservative platform to begin with.

I'm not seeing it. Going by the Laconic and Playing With pages:

"A logical fallacy is used to prove that an obviously false statement is true."

"A character creates numerous logical fallacies or bizarre leaps in logic."
