The entire metagame of generation two can't possibly be a cheese strategy. Half the gen 2 section is "this defensively oriented pokemon happened to be playable." I don't have the time or experience with competitive gen 2 to fix this on my own, though. Most of the sections for gen 2 and 5 would fit better as Tier Induced Scrappy, if even that.
EDIT: Actually, relocating the gen 5 section was easy enough. Gen 2 might need someone more familiar with the meta to distinguish cheese and non-cheese.
