How did Gravik misinterpret the painting?

The painting was James Guthrie’s "Statesman of World War I," which Gravik writes off as celebrating the generals and politicians that start and manage wars while sending other people off to die.

So, what is the meaning of the painting?

I can't find any analysis online, so I'm a bit lot on how it went over his head.
